Set available time for live chat transition while leaving the rest of the time to the chatbot#28

This allows us to set the available hours for the chatbot to send people to the Live Chat. After office hours will be handled by the chatbot.

Or perhaps a on off switch for the bot. When the live agent is ard, we can stop the bot
