Currently, bot can only answer based on tag. But tag can only be assigned by words that users said. If the user did not say such words, the way your bot answer could be wrong. With Segment based response, bot can answer not only based on tags but also segments. Segments can be set by the path of dialog or manually set by owner. Perhaps even sync with CRM later to create suitable responses.
